For traditional manufacturing enterprises, effectively acquire and retain talent, is the sustainable development of power and source of competitive advantage in a highly competitive global market and escalating domestic industrial structure. JW company is one of manufacturing enterprises specialized in producing springs. Because of the needs of recent business development, the company has to further the introduction of technical personnel. However, in practice,the problem of "hard recruitment" and" hard to retain people" has become a serious impediment to the development of the company, soit’s in urgent need of a solution.For the problem of how to select and recruit excellent talents owned advanced technology, and how to achieve human-job matching. This paper firstly reviews and summarizes the theory and the results of the recruitment of technical staff at home and abroad, and selects the competency model and the theory of strategic human resource management as the theoretical basis; Secondly, combining the background of JW Company, this paper analyzes the company’s current situation inthe recruitment and management of the technical staff, in order to identify the problem and its causes of "hard recruitment" and" hard to retain people". Finally, by comparing the gap in qualities of the outstanding technical staff and the general technical staff, this article will explore to establish JW’s competency mode of technical staff, and on this basis, explore to establish JW’s new recruitment methods, compensation management system and nurture cultural enterprises to meet the company’s development needs in business and strategic.Through various analysis and practice, this paper draws the following conclusions:The core competency of JW technical employees include teamwork, innovation, planning and execution, analysis and problem-solving ability, achievement-oriented, customer service oriented, conceptual thinking, attention to quality and procedures, information-seeking skills;business managers must pay attention to the importance of scientific management. In addition to the introduction of advanced technology, they also needto introduce outstanding management personnel; scientific salary management and excellent corporate culture is the two magic of a modern enterprise to attract and retain talent.
