Research On Logistics Risk Management For Fresh Agricultural Products Of Cafta

With the signing of China-ASEAN Free Trade Area agreement, especially the implement of "Early Harvest Program", about600kinds of agricultural products’ tariffs reduced to zero gradually, the scale of bilateral trade about agricultural products between China and ASEAN is expanding. On one hand, providing a broader domestic and international market and technology development opportunities for fresh agricultural products and their logistics. But on the other hand, facing more risks for fresh agricultural products logistics. How to reduce the level of fresh agricultural products logistics risk, improve logistics efficiency and quality of fresh agricultural products become an urgent problem to be solved.This article based on the study of agricultural logistics and risk management theory, analyzed the present status of development and the primal problem about fresh agricultural products logistics of CAFTA. Firstly, make risk identification of fresh agricultural products logistics from the internal processes and the external environment. Secondly, build factor index system of fresh agricultural products logistics risk about CAFTA using AHP method and logistics risk assessment models of fresh agricultural products of CAFTA by AHP method. Then make a stratified and quantitative analysis to the non-quantitative factors, integrate advice of related specialist, give weight to the fresh agricultural products logistics risk indicator system of CAFTA, and assess the influence degree of various risk factors of fresh agricultural products logistics of CAFTA. The evaluation showed that cold chain, development level of logistics information, transportation limitations, foreign trade protectionism, processing techniques, the level of infrastructure, storage devices and the efficiency of customs clearance are the important factors caused the risk of fresh agricultural products logistics. Finally, based on the assessment results of fresh agricultural products logistics risk about CAFTA, and combined with the actual situation of fresh agricultural products logistics about CAFTA, we put forward some counter-measures to prevent fresh agricultural products logistics risks of CAFTA.
