With global increasing investment in infrastructure, Chinese international contractors are making more and more new achievements in the oversea market under the strategy of’going out’. however, the continuous compression of the market space, the increasing project risks and the rapid changes of the word situation have become bottlenecks that hinder further development and growth of Chinese international contractors. In this paper, with literature study method, survey research method, case studies method and comparative study methods to model the core competence of the international contractors based on environmental factors identification, and this model is applied to GHCB for its strategic planning.First of all, this paper analyses the current developing situation and the developing trend of whole international engineering contracting market, based on the public disclosure of the data of the ENR magazine over the past decade, reaches a microscopical forecast of the enterprise development. Then, it sums up the main problem that the international engineering contracting industry faces after an analysis of its industry status.Secondly, it builds up a market environmental factor analysis model which is suitable for the choice of the development strategy, synthesizing ten practical engineering cases and combining the years international engineering contracting experience in competition of GHCB, namely the Four Stage Model---identification of the project environmental factors, response plan of the adjustment of the project environment, re-identification of the environmental factors, confirm the project. The model is recommended to be used as an environmental factors strategic analysis tool.Thirdly, it extracts a project environmental identification-based model of core competitiveness of large and medium-sized international engineering contracting enterprises, based on the data of interviews with55managers from8large and medium-sized international engineering contractors.In the fourth place, it applies the project environmental identification-based model to the situation of the company’s core competitiveness, and gives out a comprehensive assessment of the core competitiveness of GHCB, combining with its own development situation. Then, it explores the international engineering competition strategic target selection and realization path, using the SWOT strategic analysis method, combing with the analysis of the market environment (especially the market environment in Africa) GHCB is in, based on the assessment of core competitiveness.Finally, this paper puts forward some comments and suggestions for the implementation, adjustment and improvement of the international engineering market competition strategy to the hundreds of large and medium-sized international engineering contractors, including the GHCB.
