Research On Supervision Mode Reform Of Central Enterprises Under The New Situation

The Central enterprises are important foundation and major component of our national economy. It has always been an important goal and responsibility of the government and these enterprises that how to monitor central enterprises to development healthily. With the deepening of China’s economic reform in recent years, some issues about supervision mode of the central enterprises began to emerged, such as inefficiencies, unclear boundary and too strong administration and so on. The effect of supervision has been unable to meet the increasingly complex needs of business developing for the central enterprises. In this context, a study on how to reform the existing supervision mode of central enterprises and establish a new kind of monitoring mode in accordance with the principles of modern enterprise system and internal governance theory will be of important theoretical value and practical significance for the central enterprises’sustainable and healthy development.Aiming at the existing supervision mode of the government and the central corporates, taking comparative analysis and listing as methods, this paper combed and analyzed the pros and cons of central enterprises supervision mechanisms, identified some problems to be addressed urgently and reform emphasis from the levels of government supervision and enterprise supervision. Meanwhile, this paper also compared and analyzed the status of supervision modes for those government-funded enterprises in the United States, France, and Singapore. On this basis, a new supervision mode that gives priority to enterprises internal governance and be supplemented by governments external monitoring was created, to solve the problems and weaknesses emerging in the central enterprises supervision, and fuzzy analytic hierarchy process was used to evaluate comprehensively the two supervision modes.The results showed that if the new supervision mode that gives priority to enterprises internal governance and supplemented by governments external monitoring was established, government oversight functions were reformed and changed, and the internal governance supervision mechanisms were established and improved simultaneously, the needs of modern enterprises developing and market operations will be satisfied very well, and those problems in the existing inefficient supervision model will be solved effectively, such as unclear responsibilities,"offside and absence" and government intervention etc. On one hand, the new supervision mode could improve the drawbacks of existing supervision modes, supervise the central enterprises scientifically; on the other hand, it could meet the needs of modern enterprise system and market development, monitor effectively to promote these enterprises development.
