Research On The Supervision Mode Of Market Entities After The Reform Of Commercial Registration

Since 2012,our country has carried out a series of commercial registration pilot reform in Shunde,Shenzhen and other places of Guangdong province;the State Council approved the Reform Scheme of the Registration System of Registered Capital in 2014,which changed company’s paid-in system of registered capital into subscription system and changed the annual inspection system of enterprises into annual report system,broadened the registration condition of market subject residence;the State Council formulated “Opinion on Strengthening Supervision in-process and afterwards after the Reform of “First Business License and then Permit” in November 2015,the corresponding supervision mode is changed from proactive supervision into in-process and afterwards supervision.However,the Commercial Registration System Reform in the whole country brought a great challenge to all levels of industry and commerce,market supervision departments.Based on the supervision concepts of Valuing Registration and Despising Supervision in the planned economic condition and some traditional backward supervision concepts,means are not matching with commercial registration system reform,which is difficult to adapt to the market subject’s strict supervision after broadening admittance.The supervision mode of Commercial Registration System Reform market of subject in Zhangqiu District is in-depth studied by using the literature research method,synthetic induction method and case study method in this paper,the specific contents include: firstly,elaborating the supervision system of market subject in Zhangqiu before and after the commercial registration system reform;secondly,analyzing the existed problem and causes of the supervision system of market subject in Zhangqiu district after the commercial registration system reform;finally,putting forward some suggestions and measures for perfecting and optimizing the supervision system of market subject.The research conclusions obtained and countermeasures proposed in this article are: establishing market subject supervision system of unify authority,establishing and perfecting supervision legal system,and perfecting “Double Random One Publicity” supervision mode,completing the social credit supervision system,strengthening the coordination supervision of departments,implementing society multiple governance.
