Promotion and application of electric vehicles have become indispensible parts of smart grid. Electric vehicles can not only save energy, but also improve the efficiency of grid operation. Especially after the introduction of V2G (Vehicle-to-grid technology, electric vehicle and its charging networks may act as distributed energy storage system to provide energy to the grid. In this way, electric vehicle and its charging networks can help the grid to shift load and smooth load curve. The system can facilitate renewable energy entering the grid. As electric vehicles are with excellent features, the world’s governments put forward policies to promote development of electric vehicle industry. These actions attracted wide attention.Value assessment of electric vehicle and its charging network is to regard electric vehicle and its charging network as a whole distributed energy grid. The evaluation model was established to maximize grid efficiency and environmental benefits by optimizing operation. As the value for different investors of electric vehicle and charging network embodied variously, it is necessary to construct different evaluation models according to different stakeholders.Based on the study of the current situation of Chinese electric vehicle and electric vehicle charging mechanism, the paper is to assess its value from the grid side, the users" side and the aspect of environmental protection. In the end, the article proposed policy recommendations to make a better electric car and charging networks’system. Taking electricity revenue, storage for distributed energy, and provide storage services to renewable energy backup into account, valuation model with the largest annual revenue targets were proposed to assess the electric vehicle and its charging networks values for the grid. The value assessment from the aspect of users is made by a comparison of fuel consumption of ICEV (internal combustion engine vehicles) and the charging fees of EVs. From the environmental aspects, the assessment of energy conservation value is considered by comparing the energy saved by EV and ICEV. The method of the whole life cycle assessment can be divided into manufacturing process and the driving process. The pollutant of EV and ICEV were calculated according to different power structure. In addition, carbon emission reduction of EVs was assessed based on the total amount of EVS in future planning by the government. Policy recommendations on the basis of this analysis and the survey of electric vehicle charging station were refined in order to provide reference for the development of electric vehicle industry.
