The Study On The Forestry Land Circulation Of Minority Areas In Yunnan Province After The Reform Of Collective Forestry Right

Under the condition of socialist market economy, the forestry land circulation becomes inevitable, with the speeding up of urbanization and the industrialization of agriculture in our country, the forestry land circulation has been carried out in many provinces and cities of the country, it is an inevitable phenomenon in the process of development in China.At present, the rural land circulation in our country has a variety of forms and ways, which involves many problems, it is not only an important economic problem but also an important social problem of our country, especially of the minority areas.Due to the geographical position, economic foundation, the natural environment, industrial structure, population movements, and many other factors, the forestry land circulation of minority areas in yunnan province of China has its particularity. Forestry land circulation of minority areas in yunnan province shows a trend of good overall, but inevitably, there have been some problems in the process of forestry land circulation.This article takes the forestry land circulation after the collective forestry right system reform of minority areas in yunnan province as the research object, it is directed by the theory of property theory, institutional change theory,and price controlled theory, it adopts the combination of normative research and empirical research, qualitative research and quantitative research method, it analizes the characteristics and problems of forestry land circulation of minority areas in yunnan province, and it takes a minority township as the research point, uses the descriptive statistic method, the binary classification Logistic regression model for analysing the forestry land ciculation behaviours of the foresters, and obtains the various factors of these behaviours.This paper first introduces the research background, purpose and significance, research literature summarize，and it clears research methods. It expounds the concept and ways of forestry land circulation, it discusses the related notion of the forestry right system, forestry property rights, and forestry land property rights, it elaborates the property theory, institutional change theory, price controlled theory which is related to this article.Secondly，it analyses the investigation of the forestry land circulation in minority areas in yunnan province with qualitative analysis method and quantitative analysis method, and found that the problems of the forestry land circulation were mainly manifested as five aspects, the awareness and understanding of forestry land circulation is insufficient, the transfer form is not normative, circulation options is limited, circulation market system is not sound, and the rural social security system is weak.On the basic of suming up main phenomenons of the problems in forestry land circulation. This article analyses the deep reason of the problems appearing in the forestry land circulation, it mainly includes: farmers own limitations, deficiency in the system of collective forestry rights, lacking of forestry land circulation rules, regulations, and policies, improper government function positioning, unsound rural social security systems.Finally, aiming at these problems and the causes of the problems, some concrete suggestions of promoting the forestry land circulation of the minority areas in yunnan province are put forward, such as: improving the policy system of circulation, improving the price system of forestry land circulation, improving the market system of forestry land circulation, improving the service system of forestry land circulation, and improving the social security system.
