Influence And Countermeasure Of Linqu County Rural Outflow Population To The Local Economic And Social Development

Migration is a basic feature of social development in our country after the reform andopening up, the rural surplus labor force poured into the city, increasing the income of farmers,the farmers to increase their cultural quality, narrow the gap between city and country,promoting the development of urbanization in rural areas, but also produced a series ofeconomic, social and other aspects of the the problem. Linqu is an agricultural large county,rich labor resources, affected by geographical environment, agricultural productivity level andother factors, to produce a large number of surplus rural labor. How to solve the problem ofthe flow of ruralpopulation, to implement people-centered scientific concept of development,building a socialist harmonious society, play an important role in coordinating urban and ruraldevelopment.In this paper, using the method of literature, interview, empirical analysis andcomparative analysis methods, the development of local economic and social impactof theLinqu county rural population outflow were studied. Through the research, the mainconclusions are the following:(1)Consistent trend change of rural population in Linqu county and the flow of thenational economic and social development, the Linqu population flow can be seen as amicrocosm of the national overall situation. Study on Linqu county populationoutflow effecton the local economy and society to regulate the flow of population,has a certain significanceto coordinate urban and rural development.(2) Linqu county to the young labor force outflow of population, women account forabout1/3of the populationoutflow, young adults under the age of40is the mainoutflow ofpopulation, but due to the outflow population overall lower cultural quality can only beengaged in heavy physical strength, low income, high risk, low security work. Outflow tospontaneous form of organization, blindness is bigger, the low rate of laborresourcesallocation. The inflow mainly in economically developed areas, workers wages far higher thanagricultural income.(3)Many factors affecting population flow, the author thinks that the reasons affectingthe population flow in Linqu are mainly in the following four aspects:①Rural person muchground is little, a large number of surplus labor is the source of causing rural population flow;②The gap between urban and rural areas is the main driving force to promote ruralpopulation to towns;③The government to solve the "three rural issues"for the rural economicreform and the adjustment of industrial structure provides an opportunity for the ruralpopulation flow.④The development of the private enterprises,large agricultural leadingenterprises driven, attracted a large number of rural surplus labor force.(4)A large number of rural population outflow brings opportunities to the economic andsocial development in Linqu. The transfer of surplus labor to ease the contradiction betweenpeople and land, the large scale farm management, modern agriculture in Linqu is possible;To increase labor income, but also to provide financial support for the development of Linquagriculture, rural, conducive to narrowing the gap between urban and rural areas; Advancedthe idea of the big city not only to promote the rural areas outflow of population improvementof personal qualities, but also changed the backward concept of rural areas; Farmers’conceptual change, improve the overall quality and the accumulation of material wealthmakes rapid development of small town construction in Linqu City, the speed of rising.(5)A large number of rural surplus labor force outflow in Linqu has broughtopportunitiesand challenges. Labor force caused by the loss of the land idle andwaste;The income ofmigrant workers are not reasonable use, industry nurturing agriculture is not obvious; The"brain drain" phenomenon is serious, young migrantworkers, children and the elderly leftbehind problems left behind; In ultrasound for the purpose of flow, led to the rise of thedivorce rate.(6)In the face of positive and negative effects of the two rural population outflow,muststrengthen its positive effect, negative effect to the development of weakening itsruralpopulation outflow to better serve the economic and social. First of all, toLinqu County Ruraloutflow population effect should follow the following three principles:①Adhere to theprinciple of overall planning;②Giving prominence to co-ordinate the development ofprinciples;③To pay attention to promoting the coordination principle. Secondly, to deal with rural outflow population effect will do the work in the following six aspects:①Correctlygrasp the development trend of floating population, migration, solid agricultural base position;②To actively promote the development of township enterprises, promote the rural populationof localemployment;③To further standardize the labor market, and promote the orderly flowof population;④To give priority to the development of education, improve the the quality ofthe population;⑤And vigorously develop small towns, advance a city to change process;⑥To strengthen the government’s social management and publicservice functions, improve thesocial security system.
