Security services first appeared in the Ming and Qing Dynasties in China, when it was named the "Biaoju","Biaohang". The way of security services was too simple and inefficient in old times. With the historical changes and the war intensified, security services loosed market and disappeared after the period of the Republic of China. The study started from the security industry development process institutional and operational modes and focused on the necessity of security enterprise restructuring, restructuring content, measures, and the direction of future development. The study based on industry characteristics, analyzed the current situation and existing problems, proposed how to completely separate the public security organs and their subordinate units(including institutions, associations, Foundation, the cover of the enterprise, support enterprises, etc.) from security enterprise; how to promote and solve the monopoly, to achieve effective supply of public safety services and optimize the allocation of public safety resources; how to improve the quality of internal management service, transit coexistence between government and enterprises to modern enterprise system, change the growth pattern from single to diversified, turn the scale efficiency to quality efficiency, exert "escort" social services functions.
