With the continuous progress of human society, economic globalization andregional economic grouping in the world, tourism all around the world shows a higher speedthan the economic development. It is predicted that the population of international anddomestic tourism passengers will increase to1.561billion and137million by2020, andChina will become the preferred destination for most visitors. Facing such an importantdevelopment opportunity, China pays extreme attention to the development of the tourism inTibet and trys to build it as the world’s major tourist destinations. Xigaze Region has almostall types of tourism resources with a reasonable distribution density and an excellentcombination structure, this makes tourism industry in Xigaze Region occupy an extremelyimportant position in Tibet.Because there are few researches on Tibet County Tourism, and the nature geography aswell as the human environments are extremely special in Xigaze region, and county tourismplanning is an important support to promote the development of tourism in Xigaze region, soit is extremely necessary for the researches of county tourism planning, this has an importantrole to promote the development of tourism in each county of Xigaze Region and the wholeregion..Based on the analysis of the related concepts, theories, the regional characteristics ofXigaze Region, the author constructed the general pattern and content about county tourismplanning in Xigaze Region, that is "Based on the specificity of the tourism developmentanalysis, tourism resource analysis, market analysis, SWOT analysis, the author determinedthe orientation of tourism development and formed the basis of the county tourism planning;based on the spatial distribution of regional tourism development, tourism image orientation,tourism product development and project construction, travel protection and nurturing planning, the author built the main content of the county tourism planning; based on thesupport and protection systems of tourism planning, the author built a supporting system ofcounty tourism planning; based on the development of tourism planning and the impact onthe economic, society, culture and environment caused by the tourism development, theauthor built the evaluation systems of county tourism planning”.Based to the mode of county tourism planning that, the author started the empiricalstudy of Gamba County. And after the background analysis of the tourism development,evaluation of tourism resources and SWOT analysis of Gamba County, the author determinedthe guiding ideology, development objectives and strategic principles of Gamba Countytourism development; and build a "one city, three towns, a scenic, multi-line "forms oftourism Spatial distribution of Tourism; and also build a tourism product development systemabout tourism, religious worship, folk cultural experience, fitness and sports. Othersuggestions were as follows: Create a regional tourism brand of mineral spring water inQuDeng Nima,Gamba Sheep; QuDeng Nima; determined the tourist market positioning andmarket development strategy through the analysis of tourist markets and features of GambaCounty; based on the unique natural and cultural background of Gamba County, determinedthe tourism theme image “Holy Town at the foot of Mount Everest, Shenshui Hometown”,proposed the slogan "Come to Gamba with Snow, See The Everest, View Snow Mountainand Holy Lakes, Drink Wonderful Water of Tibet"; finally, due to the special naturalgeographical and cultural environment of Gamba County, proposed the methods ofenvironmental protection, cultivation and the construction of tourist facilities and securitymeasures.
