As we know WTO negotiations are deadlocked in Doha round and APEC exists in name only. Therefore, world’s major countries, especially in Asia-Pacific region, have accelerated the pace of FTAs negotiations, in order to increase their influences in world economy and international trade. Right now, the focus of global trade liberalization has shifted from goods to services, the thresholds of bilateral and multilateral FTAs are also increasing. All of above shows that the reform of the existing FTZs in China is imperative.This paper starts with the introduction of FTZ and FTA, and makes a list of the major modes of FTZs in the world. On this basis, we introduce the development path from export processing zones to China (Shanghai) Pilot Free Trade Zone. Meanwhile we use the quantitative empirical analysis to affirm the positive affect of opening up on import and export trade and on economic growth.We believe that the existing patterns of China’s FTZs are not suitable for the current situation and thus a reform should be around the corner! So there comes China (Shanghai) Pilot Free Trade Zone, which has two major historical missions. First, it should act as an experimental zone, trying TPP’s rules and gathering experience for China’s future FTZ construction and FTA negotiation. Second, it should provide experience for China’s further reform and opening up.China (Shanghai) Pilot Free Trade Zone has already tried to dock TPP’s rules and will speed up in the future, especially in the aspect of service industry, to be in line with international standards. These practice tests will provide beneficial reference for China’s other FTZs construction and economic structure transformation.
