Therefore, promoting the Industrialized agricultural operation, supporting and strengthening the leading enterprises is the breakthrough to solve the issues concerning agriculture, countryside and farmers.In recent years, the scale of municipal leading enterprises in Sanming have increased from135in2009whose output value was10.779billion yuan, to368in2013whose output value was34.723billion yuan, and the government’s investment in these leading enterprises have grown from59million yuan in2009to103million yuan in2013Coping the new macroeconomic and the development opportunity, how to solve the problems in the development of enterprises, serving the development of leading enterprises better, and making more precise, more efficient, more credible support policies, are the issues which must be consided by the local government and is also the researching significance of this paper.According to the previous literature, searching information, entering enterprises, visiting farmers, handing out questionnaires, and having discutsions, the paper collects and grasps a large amount of research material. This paper is based on the theory of public policy and the transforming traditional agriculture, using the analytical methods of statistical analysis of data, questionnaire analysis, cost-effectiveness analysis, comparative analysis and so on. It points out that by means of the establishment of evaluation system of support policies to the leading enterprises in Sanming, and the paper evaluates and analyzes the implementation effect, efficiency and satisfaction of the current support policy systematically, and also it search for the defect and problems of the policy. According to the principle of publicity of public policy analysis, the paper advices to set up the public policy system which is based on the target system, subject relation, interest game and mechanism choosing to support the leading enterprises.
