The Study On Safeguard Mechanism For The Sustainable Development Of Chinese Ecological Economy

Since the20th century, with the development of industrialization and the continued growth of population, human society has encountered with a series of unprecedented ecological environment problems. China, as a populous country, extensive mode of economic development resulted in the serious ecological problems and severe environment contamination within China. In2013, the haze, which swept across more than half of China, has affected people’s normal life severely, this may be another alarm bell for us from the nature.The fact that the practice of developing ecological economy has not improved the ecology environment for a long time prompts us to consider what the problems are. Under the background, in this paper, we will try to find ways to get over this problem, and explore a set of safeguard mechanism for the ecological economy’s sustainable development to protect our ecological environment.Through the reviewing of the practice process of our ecological economy, we can see that in recent decades China has carried out a series of exploration and practice which cover across the state planning, national laws, regulations, and policies. However, after the analysis of Chinese present ecological situation from the perspective of the general conditions and ecological footprints in China, we find that our environment and ecological problems are still serious, and ecological deficit is still widening. Thus, this situation shows that the practice ideas of our ecological economy need to be improved.Through the analysis of deep reasons for this difficult position, we think that the generation of environment and ecological problems lies in people’s thought, economic laws and the nature of the science and technology. Then, the paper carries on the dynamic game analysis of environment and ecological problems through constructing one evolutionary game model. And the results show that the reasons for the generation of environment and ecological problems are the low illegal cost for the polluting enterprises. So it is necessary to take a series of measures to enlarge the illegal cost and inspire the initiative of supervision of the department of environment protection. Finally, on the basis of reason analysis and evolutionary game analysis, we propose one set of safeguard mechanism for the ecological economy’s sustainable development. It is composed of macro-mechanism and micro-mechanism. In order to realize the sustainable development, we need to transform the development mode, the mode of production and the way of life, which require a set of safeguard mechanism. Specifically, on the micro level, enterprises need to enhance their awareness of social responsibility, and everyone needs to enhance the awareness of environmental protection; on the macro level, we should take measures to enlarge the illegal cost of the polluting enterprises to realize the target of green development, it includes the following respects:(1) optimize the leadership’s assessment mechanism to completely change the concept of recklessly pursuing GDP, and enhance the performance evaluations of environmental protection departments;(2) improve the environmental taxation system to increase the cost of enterprise’s contamination;(3) make the fiscal expenditure to play a role in environmental protection, support the development of environmental protection science and technology, as well as the environmental protection industry;(4) make the financial system to play a part in environmental protection, develop the green finance;(5) perfect the laws and regulations of environmental protection, so as to convoy the career of the environmental protection;(6) raise the level of public engagement so as to enhance the supervision, and make the non-governmental environmental protection organization to play a role in balancing the benefits between the present and future generations and strive for the sustainable development.
