Economic development and ecological construction are two importantcontents in regional sustainable development. Economic development is core ofit, and ecological construction is a key factor and the only road to realizesustainable development.Ecological conservation development areas of Beijing have good ecologicalquality and abound natural recourses, which act as the ecological firewall andthe source of water supply, and maintain the sustainable development of Beijing,but the economic development in these areas obviously lag behind other areas inBeijing.This paper takes Miyun County as an example, using the interactionbetween economic development and ecological construction for win-win theoryto discuss the possibility of eco-economic sustainable development in ecologicalconservation development areas of Beijing. Meanwhile, it analyses the dataindicating the economic development of ecological conservation developmentareas during the11thFive year period via shift-share (SS) analysis from threeaspects on economic growth, including share, structure and competitiveness.This paper also discusses some problems which existed in economicdevelopment in ecological conservation development areas. In the end, based onthe ecological construction and economical development in ecologicalconservation development area of Miyun currently, it applies ecological capitaloperation theory, and points out strategic program to promote sustainabledevelopment in Miyun County. That is, implement ecological capitalmaintenance strategy with emphasis on the protection of natural ecosystem, theecological protection in water conservation areas, the protection of natural resource and the regional environmental constructions; implement ecologicalindustries strategy which takes the urban modern agriculture as basic industry,the environmentally-friendly industry as leading industry, and the leisuretourism as strategic pillar industry.
