Recycling Of Waste From Electrical And Electronic Equipment Based On Special Handling Funds

The proposal that China’s state council promulgated on October31,2011stipulated the recovery of main varieties of waste from electrical and electronic equipment should achieve70%by the year2015. The handling funds (hereinafter referred to as funds) are established according to the management measures of funds on waste from electrical and electronic equipment from July2012.the funds on waste from electrical and electronic equipment. With the improving demand on the construction of resource-saving and environment-friendly society, the recycling of waste subjects various aspects of concern and attention.Firstly, by analyzing the recycling systems and modes of western developed countries which are relatively mature, combining with status quo in our country, recycling system is established based on extended producer responsibility both with special management center of funds and supervision departments of environmental protection. The recycling system pursues promoting social stability, efficient and formal as the ultimate goal.Secondly, the causal graph and flow chart of recycling system of waste from electrical and electronic equipment is established. The System Dynamics is used to model and simulate the recycling system and research the relationship of each variable.Finally, according to the actual data the waste computers in the city of Qingdao are taken for example to simulate the influence of recycling prices and government subsidies on funds. The condition of the normalization of recycling system is tested and verified to find the right answer.
