With the intelligent technology continues to mature, the replacement tide of electrical and electronic equipments will be more and more powerful. Subsequently, a large quantities of electrical and electronic equipments to be phased out. And the waste electrical electronic equipments which eliminated have great contrast between two sides. If it could be properly handle, which not only catch the great business opportunity, but also bring some positive influences to society and environment. If not be processed well, the toxic metal and other harmful material from these electrical electronic equipments will cause very hardly impact on the environment, and it will Detrimental to the reputation of the enterprise. Currently, our country is facing resources shortage, environment constantly deteriorating, to actively respond to the problems of waste electrical and electronic equipments recycling is a priority.This paper by analyzing the existing research on reverse supply chain and the feasibility of waste electrical and electronic equipments recycling, constructing two recovery mode:the manufacturer-led recycling mode, the recycling center-led recycling mode. and then constructing the overall process and the core unit function model in recovery mode, analyzing the advantages and disadvantages of each recovery mode, making the choice of recovery mode according to the structure characteristics of the product itself and its own economic attributes, setting up the shortest path strategy model considering the economy and the recovery mode, Finally, through contrasting the policy laws and regulations about electrical and electronic equipments of developed countries at present, and combining with domestic currently electrical and electronic equipments recovery situation, analyzing its shortcomings. Discussing the responsibility of waste electrical and electronic equipments recycling between consumer and manufacturer, giving recommendations from the point of the payment methods to encourage consumers and manufacturers to make a positive cooperation on waste electrical and electronic equipments recycling.
