Research On The Role Of Local Government In Format Ion And Development Of Nevel Orange Industrial Cluster In Gannan

Industrial cluster is becoming an important part of the regional economy, how toplay the economic role of local government in this particular field, this importantissue should be solved by local government to promote the development of industrialclusters. Especially in the central region, which has relatively undeveloped economiclevel, and market regulation is limited, so the local government’s function is verycritical to promote the development of local industrial clusters.Gannan navel orange industrial cluster started earlier, developed better inGannan, and it is the leader of agricultural products’ industry, with characteristic andcompetitiveness of the strongest. In the beginning of the introduction of the navelorange, Gannan navel orange industrial cluster developed gradually and scaled withthe guidance of the local government. After years of battle, Gannan navel orangecluster has evolved from a simple plantation developed into a well industrial clusterwith the function of productive, machining and marketing. Study on Gannan navelorange industrial cluster, there are two aspects of significance, one is rich thetheoretical system of local government’s function in industrial clusters’ formation anddevelopment stage；Another is take an example for other local governments in lessdeveloped areas, promoting the development of industrial clusters with government’sfunction.There are some methods like documents analysis, survey method are used in thispaper. The author studied the Gannan navel orange industry cluster from theperspective of the role of local government. There exist five parts except the firstintroduction part and the last conclusion part, specifically as follows：The second part is the view study on china and abroad. Through combing theliterature of the local governments’ function in industrial clusters’ formation anddevelopment stages, to provide reference for the study on the role of local governmentin the formation and development stages of Gannan navel orange industrial cluster.The third part is research on related theories. These theories include Porter’sdiamond model theory, life cycle theory of industrial cluster, the relationship betweengovernment and industrial cluster theory and other theories. The analysis of thosetheories laid the foundation for the study on the role of local government in the formation and development stages of Gannan navel orange industrial cluster.The forth part is the analysis of local government’s function in formation stage ofGannan navel orange industrial cluster. The local government main play four kinds offunction, including policy’s promotion, cadres’ driving, agencies’ advance, economieshelp.The fifth part is the analysis of local government’s function in development stageof Gannan navel orange industrial cluster. There are some achievements in thedevelopment of Gannan navel orange industrial cluster, like industry plan, marketopening, and brand building and so on, however, there exist shortages in structuraloptimization of variety, the provision of public infrastructure and public services,Gannan Orange brand building, industrial safety and other aspects, they all need toimprove.The sixth part is to further improve the industrial policy’s recommendations inthe role of local government of Gannan navel orange industrial cluster. These policy’srecommendations include optimizing product structure, improving publicinfrastructure, strengthen brand management, improving industrial safety level. So asto better promote the development of Gannan navel orange industrial cluster.
