As a pillar industry of our national economy, the development of real estate is closely related to the people’s livelihood. Since1998, the housing system reform began, then the welfare housing distribution stopped, after that, then the real estate showing a trend of rapid development, with all kinds of economic and social contradicions. In order to solve these problems, the country publish measures to control the real estate market, especially after2003. However, the problems of soaring housing prices, the imbalance of supply and demand, and the supply structure imbalance still exist, the macro-control has failed to play the expected utility. Based on the situation, this paper arranged the mainly macro-control policies after2003, concluded that the promulgation of policies in our country is too frequently, and every regulation contains variety of means, the regulation also presents obvious stages. The article refer to a lot of literature, and put forward the index system from a new angle:the goverment, the resident, the real estate enterprises and the elements beyond all of the three.Based on the initial evalution index system, the paper collect the data of HeNan provence to do the qualitative description and quantitative analysis. The paper filter the indexes according to the effect on the policy performance, then evaluate the policy performance of2003-2012by PC A. The article considers that effect of our country’s real estate macro-control is not so ideal, mainly express that the policy result is fluctuation and lack of stability. There are many reasons, such as, the time lag and the inconsistency of policy itself, the periodicity of real estate. To improve this situation, we should reconstruct the legal of real estate macrol-control, transform the target and method of macro-control, standardize the behavior of real estate enterprises as well as a reasonable guide on the investment and consumption of residents, and so on. The article hasn’t set the standard of the performance good or bad, just a comparative study. The research still has many deficiencies, the main research area of real estate macro-control should be the model construction and the improvement of index system and so on.
