Equitable distribution of income is not only a necessary requirement of thedevelopment of human society but also the relentless pursuit of the ideals and goals ofmankind. It is the main reflect of the development of human society as well as animportant symbol of social civilization and progress of mankind. The essence ofequitable distribution of income is the limitless pursuit of people’s survival anddevelopment, which takes the achievement of harmonious society and comprehensivedevelopment of mankind as the ultimate goal. The expanding income gap betweenurban and rural areas and unfair distribution of income has become one of the hottestissues in our society, which has got the attention of the community. It is reported inThe Eighteenth National Congress that we sould adhere to the basic socialisteconomic system and the socialist income distribution system. We should adjust thepattern of national income distribution, tighten its regulation by secondary distributionand work hard to narrow income gaps so that all the people can share in more fruits ofdevelopment in a fair way and move steadily toward common prosperity. Therefore, itis of great theoretical and practical significance by developing a special research onthe issues of income distribution system reform based on the fairness between urbanand rural.Firstly, the theory of urban-rural equity and income distribution system has beendescribed in this thesis. Then, this paper has reviewed the reform course of the incomedistribution system since1949in our country. After that, this paper has described thecurrent situation of the income distribution of urban and rural residents in our countryand analyzed its reasons from the perspective of the initial distribution andredistribution of income. Finally, countermeasure recommendations on how to buildurban and rural areas to promote equitable income distribution system have beenproposed. In the initial distribution, the government should build a reasonable wageand household registration system as well as improve the system of property rights. Inthe redistribution field, the government should give full play to the secondarydistribution adjustment through taxes, social security, transfer payments and means ofpromoting fairness and rural educational resources. In addition, we must establish asound long-term mechanism to promote the rapid growth of farmers’ income.
