The progress of the society and the development of the country, not only depends on economic strength, also depends on social equity and justice. Productivity and production relations from the perspective of dialectical unification, the importance of the income distribution is fair or not for a nation not only as an economic power, also will affect the long-term growth of the whole society. Since the late1970’s since China’s reform, China’s income distribution gap along with the rapid economic growth and at the same time showing a creasingly trend, this has caused our country scholar’s attention and wide discussion for a long time. At the same time, our country present income distribution gap has reached a very sensitive point, the unfair phenomenon in different degrees exist in the initial distribution and redistribution, which is the fundamental cause of the current fair has become the field of our country strongly appeal.This paper tries to fair from the philosophical perspective to analyze and grasp the essence of fair income distribution, the fair income distribution system and the elimination of unfair income distribution problems based on. The income distribution system is reasonable or not depends on whether or not to meet the basic needs of the majority of the people, whether they are the demands of the development of productivity, whether to conform to the historical trend of social development. This paper summarizes the fair distribution of income of Marx’s theory, the formation and development of current income distribution system in china since the reform and policy review, analyzes the problems and causes of current income distribution. In view of the existing problems, this paper puts forward the basic principles of equitable distribution of income in the present stage in our country, will deal with the relationship between government and market, deepening the reform of the income distribution system, as the key to promoting fair income distribution, analyzes the market and the government in the initial distribution and redistribution in the field of action. Put forward in the current focus how to promote equitable income distribution, tax, social security, through promoting the equalization of basic public services and a series of system construction, will meet the basic needs of people in first place, by improving the regulate excessively high incomes low income, to narrow the gap between rich and poor, through improving the quality to enlarge medium income specific gravity, eventually formed gradually shaped the pattern of income distribution relatively fair and reasonable.
