The relationship between the urban and the rural is a basic problem during the social development of China. The increasingly widening income distribution gap between China's rural and urban residents has already badly affected the stable development of our country's society and the sustainable and healthy development of national economy. Therefore, how to ensure farmers' income increase and narrow the gap between the urban and the rural has become a great subject that we have to face and solve.Beginning with the theoretical basis of regulating the income distribution gap between the urban and the rural of China, it refers to fair distribution theory of Marxism. The fair distribution theory invented and developed by classic Marxist writers will be expounded. The development course of Marxist fair distribution theory in China will be discussed. It covers the enrichment and development of this theory, which has been done by China's collective leadership from the first leading group represented by Mao Zedong to the fourth one. The guiding significance of Marxist fair distribution theory which guides and regulates to narrow the income distribution gap between China's urban and rural residents will be pointed out. This paper is based on Marxist fair distribution, the analysis of the current situation of income distribution gap between China's urban and rural residents. The connotation of the income distribution gap between the urban and the rural will be expounded. Then, the current situation and the development trend of the income distribution gap between China's urban and rural residents will be analyzed. Consumption gap and savings gap between China's urban and rural residents will be described to show the income gap between the urban and rural residents. And this paper also emphasizes that the problem of income disparity between urban residents has become a major obstacle .With the reform of economic system, social relations become more and more complex, diversity. This paper is mainly about the causes that generate the income distribution gap between China's urban and rural residents. The main factors are from economy, system, policy, etc. And the resultant force of them results in the widening of income gap between the urban and the rural. Caused the income gap between urban and rural residents of these factors will not take a role being for a long time, if countermeasures are not taken, the income gap between urban and rural residents will continue to expand. Therefore, it is necessary to take great importance for the income gap between urban and rural residents continued to and take effective measures to adjust the income gap between urban and rural residents effectively. Caused Urban-rural income gap is various factors to narrow the income gap between urban and rural areas had a multi-pronged. The main countermeasures are the following: speeding up the urbanization process and implementing land circulation system in rural area to realize the harmonious development of rural area; increasing educational investment input in rural area to promote human capital of countryside; using the policies of taxation and subsidy to regulate the income gap between the urban and the rural; improving the financial and banking system of rural area and perfecting insurance subsidy system of agriculture; reforming the household registration system and accelerating the rural surplus labor transfer; encouraging farmers to start their own business and then struggling for a position in non-agricultural field; strengthening and perfecting rural social security system. All those can narrow down the income inequality between urban and rural residents and optimize the income distribution structure.
