For the past few years, the energy conservation has been a significant issue in Chinese corporations with respect to increasingly energy consumption. The fossil fuel power plants are one of key facts to consume the primary energy due to the rigid demand of economic development, where the energy conservation measures are not efficiently implemented. Recently, new technologies and management methods are introduced into fossil fuel power plant for achieving higher the energy conservation efficiency. For instance, The Ma Wan power plant uses various and advanced technologies to improve energy conservation. However, there is not an evaluation methodology to review effects of new technologies on energy conservation. Consequently, this is important to conduct a study for modeling and reviewing new energy conservation technologies in the Ma Wan power plant.Firstly the principle of the rank correlation analysis is introduced to explain the solution of the target level, the standard level and the method level calculations. Secondly, the paper analyzes the current the management and the energy conservation situation of the Ma Wan power plant by circumstance, economic, productive and energy factors to establish a evaluation methodology based on the indicator topology to review productive, technical and management energy conservation. Additionally, by understanding the applicability of the rank correlation analysis on power plants, a model based on the rank correlation method can be established to demonstrate the specific processes for evaluating level1and level2energy conservation. Finally, an evaluation is taken on recent energy conservation projects and measures on the Ma Wan power plant and the result gives rational suggestions for future works. As the result, the evaluation method based on the rank correlation analysis is proved to be applicable by the theoretical and practical analysis of energy conservation projects in the Ma Wan power plant, which could be implemented for comprehensive evaluation on energy conservation of power plants in addition to suggestions on the planning and construction of power plants.
