Current situation of world energy is becoming increasingly grim. Domestic coal price is rising rapidly, which significantly reduce the power companies'profits. Coupled with increasing energy conservation and emission reduction efforts, the survival and development of thermal power plants are facing a huge challenge. The study operation evaluation system of power plants based on energy saving is to reduce coal-powered thermal power. According to the unit operation conditions change the optimal value of baseline indicators, the use of scientific methods of performance management to effectively motivate and guide timely adjustment of operating personnel unit operation mode, to ensure the safe operation of generating units on the basis of the optimal operating state, in order to achieve energy saving unit, and effectively improve the power of economic and social benefits.In this paper, based on ideas of operation performance evaluation of energy saving thermal power units and based on the study of unit energy consumption analysis and loss analysis theory, it is proved by case analysis that the energy loss model and loss analysis model of the thermal power units turn to be scientific and accurate. It has built the perfect running performance assessment model, which can be applied to all types of domestic thermal power plant units. It also improves the baseline calculation, which makes the determination of assessment standards more reasonable, and the ability to fully reflect the economics and safety of plant operation. It made detailed analysis and design for performance inspection system of thermal power plant. It has accomplished the development of system in Oracle8i, C++Builder6.0, .Net etc. software environment, and has implemented trial-operation in practical engineering. Through the practical application and evaluation, it verifies validity and practicality of the system. Practice proves that the system can become scientific refined management tools to improve economic operation of units and management level, and taps the energy potential, reducing energy consumption.
