As the electric power enterprise system transformation is complete, the electric power enterprise power check function gradually blurred, constantly shift towards the direction of the electric safety services. However, due to current electricity user side for safety management standards, specifications, and lack of supervision mechanism, the electricity user internal equipment, personnel, management of electric power operation operation level uneven, not only threatens the safety of users to use electricity, distribution network in Beijing also caused great influence the safe and stable operation. In order to ensure safe and reliable power supply, the Beijing municipal development and reform commission, the Beijing electric power company organized power design, installation, equipment and operation aspects of the experts in high pressure customers check assessment panel, power facilities for high voltage power facilities system to carry out the safety assessment of the customer, and establish a safety assessment system and standard. In this background, this paper discusses the necessity of high voltage electric power safety third-party assessment, and draw lessons from other fields related working condition, high pressure in the Beijing area electric power use safe mode to carry on the design of the third-party evaluation, construction of high voltage electric power use third party safety evaluation system, high voltage electric power safety third-party assessment model is set up, taking Beijing as an example, has carried on the empirical research. Through electric power security to a third party assessment, and can solve the absence of user side electricity safety management problems, as well as promoting power user security and safe operation of power grid.In terms of pattern design, this paper set up the third party organization system of the assessment, make system of the third-party evaluation standards and third party assessment in three aspects to carry on the design. In terms of assessment system build, based on the evaluation index layer system layer-state-layer logic thinking, build a level4high voltage electric power security system of the third-party evaluation, on the basis of the above analysis, this paper will use electricity safety third-party assessment system is divided into power supply side evaluation subsystem and high-pressure user side evaluation subsystem, according to the actual situation, determine the state of seven layers, finally choose the evaluation index of20. In terms of model, in this paper, the comprehensive evaluation model on the basis of the comparison and selection, the AHP-Grey-Fuzzy comprehensive evaluation model was established, choose the analytic hierarchy process (AHP) to determine index weight, combining grey comprehensive evaluation and fuzzy comprehensive evaluation. In the empirical research, this article is based on AHP-Grey-Fuzzy comprehensive evaluation model, according to the Beijing municipal power supply company in the process of the power supply and actual situation, in the process of high voltage electric power of electric safety evaluation object are calculated and evaluated. By AHP-Grey-Fuzzy comprehensive evaluation model, it is concluded that the high pressure power users for safety of the final level for "good", among them, the evaluation results of supply side as the "best", and high voltage power user side evaluation results for the "medium". Through evaluation as you can see, the Beijing municipal power supply company on electricity security have done a lot of work, good effect, and high voltage power users for the safe there are still some problems, in view of the existing problems, this paper put forward the corresponding suggestion.
