In recent years, the fishery economy of Guangdong Province rapid growth, the totalfishery economy has maintained a leading state in the country. The fishery economy hasbecome more and more important in overall economic and social development, theconstruction of the fishery economy province embarked on a new level. But alsoaccompanied by a large number of development problems, which creates greaterdifficulty in achieving sustainable development."Three fish" problem is getting worsethat forced the government, experts and scholars with a new perspective and vision toinnovate a new fishery economy development model. Fisheries economy needs somesupport conditions and social support measures in its transformation and upgradingprocess. To create a number of new, high-quality, highly-skilled fishery human resourcesis a key factor to protect fishery economy transformation.This paper analyzes human resource development concepts and theories. Bydrawing a typical domestic fishery success stories of human resource development, itproposes practical recommendations to the fisheries of Guangdong to make duecontributions to the country ’s economic development.Part I is an introduction which discusses the background and significance of fisheryHR Development of guangdong province. Using the latest research achievements onpolicy evaluation and ocean policy, it is proposed research content, research methods andtechnical route of this article.Part II is theoretical research to study the theory of Guangdong Province FisheryHR development. Describes the human capital theory, human resource developmenttheories, and on this basis, it detailed analyze the connotation and characteristics ofhuman resources, fishery HR development.Part III analyzes the status quo.It analyzes the demographic situation, the humanresources constitute conditions and the current use of human resources in GuangdongProvince.Part IV analyzes the problem. Based on the status of the use and development ofFishery HR in Guangdong Province, it analyzes the problems in the development processare: the low quality of fishery HR, market imperfections of fishery HR, lack of fisheryHR development fund, lack of systematic and planning of fishery HR development, fishery HR relative surplus, the level of fishery human resources and social securitylow.Part V is experience reference. Analysis and study of best practices and measures bythe United States, Japan,Shandong, Guangxi,and other fisheries for human resourcesdevelopment, derived advanced experience to the development of guangdong fisheryHR.Part VI is policy recommendations. This chapter puts forward Strategies to thedevelopment of fishery HR: establish and improve various types of educational system,increase training efforts, build up both inside and outside fishery HR human marketsystem, establish diversified investment system, further expand employment channels,establish and improve basic security system of fishery HR.Part VII is the conclusion.
