The regional economic cooperation is a global trend. Human resources are the keys in developing of the modern economy. At present, many areas from their own interests, use the regional geographic advantages, and actively explore the regional cooperation mode of human resources .Through regional human resources complementary strengths, the areas share resources and achieve the goal of common development and prosperity. The enriching and the deepening of the economic cooperation between Guangdong and Guangxi, offer the new developing opportunities and power for Guangdong-Guangxi's cooperation of human resources. This cooperation process is the long-term benefits in using Guangdong and Guangxi's human resources. It is an important item for the future and have the substantive significance for achieving the regional bi-win.This thesis analyzes the meaning and principles of the regional cooperation of human resources. It argues that the human resources cooperation benefit is higher than the capital cooperation and the natural resource cooperation, in the era of knowledge economy and regional economic integration. The human resources theory and the regional cooperation theory, can provide the theoretic explanation for Guangdong-Guangxi's cooperation of human resources.Through the comparison about the current human resource situation of Guangdong and Guangxi, it shows that the homogeneity and the complementarity of the human resources in this two provinces. Guangdong-Guangxi's cooperation of human resources has produced a new influence ,which not only on the multi-national area, but also on the "Pan-Pearl River Delta" economic area and the China-ASEAN Free Trade Area. Moreover ,it will explores a new path of cooperation between the eastern region and the western region.This thesis focuses on three main domains — education, labor and talent. Guangdong - Guangxi's cooperation of human resources has entered a steady development phase. The educational counterpart aid has already achieved remarkable success. The labor service cooperation progresses smoothly and the talented person cooperation in a variety of forms. However, the existing agencies in the educational counterpart aid lack of co-ordination, the funds and the project supervising are not standardized, and the incentive mechanism is imperfect. There is a lack of funding to work in labor service cooperation, and the building of the labor market is imbalanced. The talented person cooperation faces the contradiction with the introduction of talent and the brain drain, and the difficulty in the management. These problems impede the further development of Guangdong-Guangxi's cooperation of human resources.According to the research about the theory and the real examples ofGuangdong-Guangxi's cooperation of human resources, and learn from the experience of the domestic and foreign Regional cooperation in the human resources, this thesis proposes the options of cooperative mode: the collaboration type, the base type, the impetus type and the jointly-open type. Meanwhile, it puts forward some specific countermeasures, which focus on the policy and planning, the coordinating agencies, the educational cooperation platform, the development of the labor market and the establishment and improvement of the environment and other aspects of the mechanism.
