In Guangdong Province, the gap between regions,and the gap between urban andrural areas is still. The problem of rural economic development, farmers’ income problem,and agricultural development development are still outstanding and prominent. These havea serious impact on the coordinated economic development and stability in GuangdongProvince. In fact, rural issues fundamentally are problem of talent. The problem that howto develop human resources in rural areas, has become an important issue, which wouldaffect rural economic development. Many of our scholars have studied issue of humanresources in rural areas, but so far, there is still a lack of systemic study on humanresources issues in rural areas in Guangdong Province. Therefore, the study of rural humanresources in Guangdong Province has important practical significance. Human resourcedevelopment in rural areas is not only beneficial to improve the structure of humanresources, but also to improve their utilization, which is not only effectively address ruralissues, but also help to promote the transfer of rural surplus labor, so as to achieve thepurpose of coordinated urban and rural development.This article,which stands on combination of the theoretical analysis and empiricalanalysis,and is based on the theoretical analysis and focused on empirical analysis, depthanalysis the human resources issues in rural Guangdong Province and thecountermeasures,by drawing from experiences of the human resources at home andabroad,especially on the development of rural human resources.This paper proceed fromthe study of rural human resources ’s reform experience inthe United States and Japan, andthen analyze the current situation and problems of rural human resources in GuangdongProvince. The study found that rural human resources in Guangdong Province have manyproblems: low literacy levels, poor awareness of skills training.employment orientation isstill mainly low-tech manufacturing and services activities of labor. It can be seen fromanalysis results that the the main reason for the poor quality of human resources inGuangdong Province is the Government.the Government has not established aresponsibility linkage mechanism of the upper and the lower, which resulting in Capitalimplement difficulty and policy failure.The rural education system is not perfect, schoolslack of educational facilities and talent. Rural residents lack of awareness of learning, learning environment is not well. Employment for human resources in rural areas cost high.The cost of employment of human resources in rural areas is very high, mainly because theinformation is not clear, the traffic is not smooth,and the human resources markets are toofar, the cost of getting information is high.Employment service system is not perfect.Many rural residents do not know the existence of the employment services.Many ruralresidents do not trust the effectiveness of employment services, resulting in lowparticipation. Rural talents pass in and out are not reasonable,and high quality talents runoff.According to the specific problems of the rural areas in Guangdong Province, to learnfrom foreign experience in reform and development, this paper proposes five principles onhuman resource development in rural areas:the principles of independent initiative,practical principles, principles of assess and supervision, the principle of gradual andorderly progress and sustainable development principles. At the same time, this paperproposes seven policy recommendations. First, improve the rural education system.regardless of family, everyone has the chance to read. perfect teaching facilities, improvethe teaching resources, so as to improve the rural education quality and strengthen highereducation construction, train a lot of a high level of talents with professional skills.Improve the rural training contents and the training mode. Set up the rural skilled andpractical talents training system. Build learning atmosphere and study-typed villages. Setup systematic various education training, and establish the long-term mechanism of ruraleducation and training.Second, set up multiple investment mechanism for the developmentof rural human resources. First of all, establish linkage mechanism between Governmentsat all levels. and then perfect rural policy service, attract the peasants’ remaining funds,enterprise funds and other social capital.Third, set up integrative labor market of urban andrural areas, and clamp down on all kinds of discriminatory policies and system for ruralmigrant workers in cities. Guarantee peasant workers rights and interests in the city, solvetheir problems on life and children education, and promote the rural surplus labor totransfer reasonably, moderately.Fourth, perfect preferential policies for rural farmers tostart businesses and for others to set up enterprise. Attract college students to startbusinesses in the country. Attract entrepreneurs to build enterprise in rural areas.Encourage farmers to start their own businesses. Establish technology import and exchangemechanism with universities and research institutes, so as to improve the quality of therural human resources. Fifth, perfect rural social security level, improve the rural socialsecurity consciousness, and improve the rural social security law. Sixth, improve the ruralemployment service system: set up the rural human resources market; promote informationcirculation in time; improve employment service and instruction system, strengthen propaganda and improve the rural employment service participation; Optimizeemployment environment and broaden the employment platform. Seventh, develop humanresources supply system, demand system and evaluation system, forecast and supervisionsystem, and guarantee policies to carry out.
