The policy of the increase in urban construction sites and the reduction of rural construction land linked was formally put forward by the decision which was declared by the State Council about deepening the reform and dealing with land management severely in 2004. With the support of the policy, many places have launched a pilot project, and also have accumulated a lot of experience. But some problems have gradually emerged. For example, some pilot projects have taken great attention to economic study when did the project feasibility study and have ignored the social and ecological effect evaluation in the hook of the increase in urban construction sites and the reduction of rural construction land. Eventually it have resulted in that some people only attempted to get the hook indicators and neglected the social effect and the rural ecological environmental improvement. And also some pilot projects only have seen the benefits and have neglected the costs, especially the ecological and social costs. So it is significant to research the costs and benefits of the hook before making the decision.This paper gives a comprehensive analysis of costs and benefits of the implementation of the hook of the increase in urban construction sites and the reduction of rural construction land from the economic benefit and cost, social effect and cost and ecological effect and cost, and values these cost and benefit (effect) with the asset evaluation methods. Then referring to the cost the government (investors)and the peasants have undertaken , the benefit they have shared, and the value of these costs and benefits, the paper calculates the net effect value (total value of effect deducted the total value of costs). According to the net value of the government (investor) and the peasants, the paper makes an analysis of their participation in the hook of increase in urban construction sites and the reduction of rural construction land.
