| The formation and development of urban agglomerations is theobjective reflection of economic development and industrial layout and hasbecome the main pattern of urbanization and industrialization. In the21stcentury, the urban agglomeration has been an important choice for China’surbanization and the vital driving force of economic growth with the rapiddevelopment of the Yangtze River Delta, the Pearl River Delta andBeijing-Tianjin-Hebei urban agglomerations. It was underlined in the outlineof China’s the Eleventh Five-year Plan that developing urban agglomerationswould be the main pattern of China’s urbanization. And it was made clear inthe outline of China’s the Twelfth Five-year that China would graduallyestablish the dominant urban agglomerations through relying on large citiesand focusing on small cities. In order to cope with the Central Policy, thelocal governments have made developing urban agglomerations as theirstrategic choices and introduced development plan centering on urbanagglomerations. The level of urban agglomeration has been directly relatedto the sustainable development of the local and China’s economy. InnerMongolia’s economic development is inseparable from the rapid economicgrowth of HuBaoE Urban Agglomeration. In2012, the GDP of HuBaoEUrban Agglomeration was932.468billion yuan, accounting for58.72ofInner Mongolia’s GDP over the same period. It has become the UrbanAgglomeration with the fastest growth in China and the most growthpotential in China’s western city groups. The synergetic developmentbetween the urban agglomerations and industrial clusters is directly relatedto the success for the development strategy of HuBaoE UrbanAgglomeration. Therefore, it is essential that the leading industries in Hohhot, Baotou and Ordos are determined through empirical analysis. Whatissues do exist in the process of Industry collaboration for the leadingindustries in Hohhot, Baotou and Ordos? How can achieve the collaborativedevelopment for the leading industries in the whole urban agglomeration? Itis urgent for solving the two questions. Their settlements could help toachieve Inner Mongolia’s sustainable economic development and regionalstability, succeed in the rational industry layout in HuBaoE UrbanAgglomeration and build up the new economic growth pole in China’snorthwest areas.This article in full, on the basis of relevant research literature at homeand abroad for reference, the main factor analysis is used to determine theHohhot, baotou and erdos city industry leading industries, and from theperspective of HuBaoE urban agglomeration based on the theory ofcomparative advantage and competitive advantage theory, comparativeadvantage and competitive advantage model is used to determine HuBaoEurban agglomeration leading industry orientation and layout, put forward topromote shout HuBaoE industrial agglomeration in the coordinateddevelopment of leading industries of specific countermeasures.The paper is divided into six parts to analyze the main issues. The firstchapter introduces this thesis’s study background, significance of study,literature review about urban agglomerations and industrial collaboration,methods of study, framework of the thesis and innovative points andshortcoming. The second chapter defines the concepts of urbanagglomerations, the leading industry and industrial collaboration andanalyzes the linkage effects of industry collaboration. The third chapterdiscusses the selection of HuBaoE existing leading industries. It includes thetheory of leading industry selection, data sources and methods. Then thepaper respectively determines the leading industries in Hohhot, Baotou andOrdos by constructing the index system. The fourth chapter explores theselection of industry which could help achieve the coordinated development.It contains the foundation, process and results of determining the future selection of leading industries on the basis of comparative advantage theory.The fifth chapter is about the counter-measures in order to achievesynergetic development in in Hohhot, Baotou and Ordos.
