The Study Of Supplier Selection And Evaluation Based On EPC Contractor Mode

With the growing number of large projects, technology and the difficulty ofconstruction is increasingly complex, and the traditional management model “design-tender-construction” segmented organization has been unable to implement effectivecontrol over the schedule and cost. So EPC general contract model (hereinafter referred toas EPC mode) in which the systematic management for the entire project is implementedby a single contractor came into being. EPC mode adopts a design-procurement-construction one-stop management, and procurement work in the whole process of projectoperation has played an important role. Supplier selection as an important link inpurchasing work can take effective control of duration and cost. Ideally qualified suppliersare not only able to ensure the quality and quantity of the delivery of the goods accordingto the date of the contract, but also in accordance with the requirements of the contractorsinvolve in designing specific product in the early stages of the research and developmentprojects, even give the best guarantee to equipment installation and debugging for the lateproject, thus reduce the potential risk of the contractor; while unqualified suppliers mayprovide defective goods or unable to meet the basic requirements of the contractor, whichmay not only influence the purchasing schedule, even lead to the final project ending infailure. So for EPC mode, choosing a right supplier is of great importance to the smoothimplementation of the project.This paper aims to study on the partnerships between the general contractor andsuppliers and how the general contractor chooses the ideal supplier under EPC mode. Firstit introduces the concept, features, the implementation of the present situation and theconception of supplier selection of EPC mode, and analyzes and summarizes theshortcomings of the current supplier selection in EPC mode; secondly build partnershipsbetween general contractors and suppliers combining the supplier selection process in EPCmode, and analyzes the cooperation between the general contractor and strategic suppliersin game theory; then sets up the whole train of thought of supplier evaluation index systembased on the particularity of the working process of the EPC mode, and preliminary proposes the evaluation index system of supplier selection in EPC mode through documentanalysis, then uses fuzzy Delphi method to sort them in order of importance and screeningagain, finally builds a scientific and complete selection supplier evaluation index system ofEPC mode; In the end, this paper uses supplier selection model based on entropy theoryand grey relational analysis combined with the specific case to study on the supplierselection problem in EPC mode, which validates its practical value.
