China has abundant water resources, but a serious shortage of per capita amount, only aquarter of the world average, Chinese faces a growing water crisis. The shortage of waterresources seriously restricts the development of our social economy, industry and agriculture,especially to water ratio reached80%of agriculture plays a vital role. The traditional way tosolve the shortage of water resources mainly adopt engineering and technical means, however,as the complexity of engineering demand continues to increase, the engineering and technicalmeans to solve the problem of water shortage is becoming more feasible. A large number ofstudies show that, to solve the problem of water resource shortage, engineering andtechnology is very important to take, but taking into account the China water resourcesutilization efficiency is extremely low, poor management of water resources is also animportant cause of the shortage of water resources, people pay more attention to the use andmanagement of irrigation water resources.In order to safeguard our country’s food security and social stability, the state vigorouslyto build irrigation works, but also bring a heavy financial burden to the government. Inaddition, the government has only pay attention to the construction of, do not pay attention tomaintenance, the related system is not perfect, resulting in many irrigated aging infrastructure,severely damaged. Rural economic reform, farmers began to decentralizedmanagement,collective economy is recession, leading to inadequate supply of public goods inrural areas, water infrastructure and lack of management, lack of water resources managementservice organization. From the experience of all countries in the world, water users thatparticipate in the Irrigation Management Participatory Irrigation Management Irrigation wateris an effective means to achieve a virtuous cycle.Participatory irrigation management of themost common, the main one is to build a model WUA.1980s, the international popularity ofWUA and the rural water cooperation organization, in many developed and developing countries, WUA achieved good results in practice. At present, in some developing countries,some problems still exist in the process of implementing of WUA to be solved urgently.This paper mainly consists of three steps to discuss this question:1.The general sense of the theory discussed. WUA is appeared in the public choicetheory development and state failure in water conservancy facilities management background,and the dual role of international organizations and government administrative power topromote the establishment of China’s rural water association. The establishment of WUAeffectively solves the problem of insufficient irrigation supply in China, improve themanagement and construction of infrastructure of irrigation and water conservancy. However,the aging of the irrigation and water conservancy facilities and the abolition of the "two"limits the efficiency of supply association.2.Empirical research. In the administrative power driven, Dezhou WUA formation ofactive work, to some extent, solve the problem of irrigation supply; restored water collectionsystem; water conservancy construction of Township village is improved greatly. But WUAduring operation,there are also some problems, such as water conservancy facilities damaged,associations not recognized, a ubiquitous hitchhiking, these problems seriously affect thefarmland irrigation supply, reduced work efficiency in the use of water user association.3.Discussions.WUA as a new thing, is a kind of new water cooperation organization, thelack of understanding of the people, so the association can not overcome hitchhikingphenomenon, lack of technical talent, not the effective supply of irrigation and waterconservancy. Aiming at these problems, the author puts forward some correspondingmeasures, such as strengthening the propaganda, association, the introduction of talent; thepromulgation of laws and regulations, protection association legal person status; reinforce thesupport of government and so on.
