With the modernization process that swept the whole world, the operations of the governments of different nations seemed to be similar, which overshadows the differences of the political regime, but highlights each nation's governance capacity. With this respect, the government' fiscal capacity was often regarded as the cornerstone of the government capacity. The rise of an internet society wakes up the public's participation enthusiasm, as well as their demand for public goods. These new changes pose great challenges to the "Black Box" behavior and corruptions. The government activities depend much on public fund. The blood of government activities", budget experienced the heavyset pounds of critics.In the last decade, the Chinese budget reform concerned more about the technical problems, such as zero-base budget, government procurement, and the establishment of a system of centralized collection and payment by the state treasury. However, the real problem is how to balance budget and the democratic governance, that is, how to revive the democratic traditions among the budget reform. In recent years, the reforms on grass-root level budget became a universal trend, and China was crossing the river by feeling the stones in the great tide. Some local governments have been promoting their own model of the budget reforms. Questions are raise about these reforms. What are the differences and similarities between these models? Why these differences raised? As an imported practice, what are the "localization" characteristics? Last but not the least important, what are the Chinese characteristics and why these Chinese characteristics? The paper will discuss the topic from three dimensions: ideas, institutions, and practices. The paper will concentrate on the scientific and democratic value of budget reform and try to make some explorations with the references of many cases from home and abroad.
