Endogenous growth rely on human capital and the economic development strategydependence on natural resources that impact economic development is both important practicalproposition, but also the classic problems of the academic study. It should be noted that, from theperspective of sustainable development, China’s economic transition process will be faced to thegame of endogenous growth relying on human capital and the economic development strategydependence on natural resources. From a practical point of view and academic research to studythe relationship among human capital, natural resources and economic development is necessaryand urgent.In this paper, under the framework of energy conservation constraints using non-parametricdata envelopment analysis method to re-measure the administrative units of the provincialeconomic development performance. on this basis, by screening human capital and naturalresources potential proxy variables, then use the classical SBM-Tobit two-stage model to test thedirection and degree of human capital and natural resources influences on economic developmentperformance. The main research conclusions and innovations are as follows:First, Chinese provincial economic development performance consider energy saving andemission reduction constraint exist extensive and widespread inefficiency, inefficient statefrom1997-2012,which is the evidence of the extensive growth of the Chinese economy. At thesame time, judging from the time span, the first half of the sample period the economicdevelopment performance of every province and autonomous regions were present downwardtrend that may be related to the high energy consumption, high pollution and heavyindustrialization again "heard".whereas The latter part of the sample period the economicdevelopment performance of every province and autonomous regions present increasedperformance,which may be related to the implementation of energy conservation policies and soon. From a regional level, the economic development performance in the eastern, central andwestern exists gradient difference. From the changes morphology and evolution trend point,inthree times nodes such as1997,2005,2012, nuclear density distribution of the economicdevelopment performance of every province and autonomous regions generally experienced a"multimodal"-"Twin Peaks"-"Twin Peaks" track changes, and exist convergence circumstances.Second, empirical studies show that in the study period (1997-2012),in three sub-samplestest such as at the national level, areas of high and low resource endowment areas, resource endowments and economic development performance exist a stable, weakly negative correlation.That is, from the provincial level, the "resource curse" in China’s effectiveness is debatable.Endogenous growth rely on human capital not only improve the economic developmentperformance, even this positive effect is extremely weak, and further weakening negativerelationship between the resource endowments and economic development performance.Meanwhile, on the whole, resource endowments exist a "crowding out" effect on human capitalaccumulation. And then relatively speaking, the resource endowments exist the "crowding out" onthe high level of human capital more strongly. In considering the potential of the model may existand run the soundness examination, we find the relationship between the resource endowmentsand economic development performance, human capital and economic development performanceare still stable and reliable.The innovation of this paper is from the "push" and "resistance" perspective we take humancapital and natural resources into the analysis framework for economic development performance,then optimization measurement approach of human capital and economic development.
