With the progress of science and the development of technology, the world economy grows rapidly. While humans get benefits from the rapid economic development, they also constantly face resources and environment problem. How to realize the world economic develop steadily and healthily has become a world focal problem. Therefore, the main countries have issued a series of conventions to promote the Low carbon development like the UN framework convention and the Kyoto protocol. The major countries have responded to the green economy problem. For example, Britain’s energy white paper, Chinese national plan for climate change, the US Low-carbon economic legislation and so on. How to promote the green economy development level and to achieve industrial upgrading transformation becomes the key point of the Low carbon economy. Technological progress is the core momentum of the economic growth. Weather human capital as a source of technological progress can affect, which is microcosm of the transformation of economic development patterns, is a question remains to be discussed. Based on 2003-2012 panel data of 29 provinces in China, we use Entropy value and CCR-DEA method to measure the province Green Economic Efficiency. Based on the multidimensional perspective of human capital, the paper uses the panel Tobit regression model to empirical study the influence of the human capital to the Green Economic Efficiency.The empirical results show that the total-factor energy efficiency, which Eastern region is greater than the Western region more than the central region, changes with " W" type in the sample period. Human capital affects different effects to the Green Economic Efficiency. Education of human capital has significant effect to the Green Economic Efficiency, but health human capital has relatively weak inhibitory effect. Only in the aging serious area like the northeast, the Yangtze River delta and the southern coast, the inhibitory effect is obvious. Human capital accumulation promotes the Green Economic Efficiency, which has obviously significant effect high level economic directions, like the eastern and the central regions. But, the accumulative effect is not significant in the western areas. High levels human capital has inhibitory effect to the Green Economic Efficiency in the southern coast and the northeast. Education investment of human capital has inhibitory effect to the southern coast and the western areas, but it has obviously promoting effect to the central and the northeast, which have strong resource demand and serious environmental pollution.
