Urban land reserve system is an innovative system of urban land management, and plays an active role in government regulation in the level of the land market, optimizing the allocation of land resources, and promoting the healthy development of urban land markets. But it faces with many problems in actual operation of Land Management as with any innovation system. The assessment of land purchasing and reserving price is often faced and very sensitive issue, combine with the unrealistically high operating costs and high risk for land purchasing and reserving, lead to land reserve earnings upside down phenomenon appeared in many places recent years. So, determine the land purchasing and reserving price scientifically become urgently and hot issues for land management.This paper, firstly, by using the methods of literature analysis, compares of domestic and foreign research methods on the purchase price of the land. Related to land economics theory, sum up the land purchasing and reserving operation mode, analysis land purchasing and reserving price formation mechanism and summarize the characteristics of the land purchasing and reserving price. Then, in accordance with the above analysis and policy documents related to the land reserving in Tianjin, citing the cost of land purchasing and reserving elements and factors, and analysis its characteristics. Based on the analysis of operation situation of Tianjin city land collection and transfer market, qualitative and quantitative land purchasing and reserving price of the fee structure, according to the cost method, the final calculation of the Tianjin center city s incremental and the stock of land purchasing and storage intervals is655400-1124600Yuan/mu,6288300-8432800Yuan/mu, the average level is890000Yuan/mu,7357600Yuan/mu. And test the rationality by comparing the predicted land purchasing and reserving price with the actual value and the land premium,results show that the results are reasonable estimates.Finally, give the proposal on land reserving market supervision and Price regulation by normative analysis.
