Discussion On The Land Reserving System Based On Public Management Target

From the angle of public management, land purchasing and reserving system exerted by the government on the land of city, in fact, is a kind of system innovation for public management and land resource distribution. It is an effective way for the government to monopoly the first market of land, and to ensure the keeping and increasing of land value owned by the state. In the process of purchasing reserved land, it will involve the shift of the land ownership and new distribution of the profit made from the land. Especially, how to ensure the realizing of the public management target is the critical point of how to further complete the land purchasing and reserving system.Based on the brief of the current land reserving system, this paper combines theory research with example research, quality analysis with quantity analysis, word description with graphs, and use the market failure theory, government failure theory, and property theory to analyze the land reserving system in order to expatiate the public management target of land reserving system. The first is to protect the land for public sake. The second is to ensure the realizing of economy policies of the government. The third is to properly distribute the state owned land resource. Taking the practice of the land reserving of Cangnan County for example, to analyze the property system, financing system, supplyment and price system, profit distribution system and running effect to get the reason of the land reserving system failure based on the public management target. According to the deficiency or malpractice of the unhealthy law system of land reserving, departure of the land reserving target, double identity of land reserving organization, impotence of market control on land reserving, illegal expansion of land reserving region and unclear definition of the land purchasing price, to learn from the practice of the advanced country, it forms a proper system mode and healthy and complete land reserving law system, takes use of the manipulation and regulation effect of land layout, completes the land requisition system, based on the public management target.
