With the rapid development of society and economy, servitization will increasingly become inevitable trend of industrial development. Various kinds of productive activity achievements gradually begin to be delivered as a service to consumers. Cloud computing model is exactly a representation of information as a service, the development of cloud computing in China is confronting new situation, under the guidance of industrial policies. Opportunities and challenges exist side by side with the increasing of market demands, key technology innovation and industrial structure optimization. Cloud computing will possess vast development space at home as the economy is making the transition to tertiary industry.Inspur Group, as the leading supplier of overall solution to cloud computing in China that owns capacity to solve integrated hardware and software, has peculiar advantages when facing with IT revolution. IaaS、PaaS、SaaS possess applications in each critical areas. Unfortunately, the original organisational structure cannot satisfy the demands of Inspur cloud computing strategic development, it slows up speedy and steady development of Inspur Group to some extent. Especially from the aspect of regional sales system, the original system just simply meets sales requirement of traditional products, problems such as scattered organisational structures, single target market and lack of overall planning ability to marketer exist as well. In the meantime, the problem of business internal process divorced from cloud computing promotion, to some extent, hampers strategic transformation of Inspur cloud computing.According to the trend and development of cloud computing industry in China, this article will follow literature readings and the practice to analyse relevant resources and capacities that Inspur needs to make transitions to cloud computing strategy. This article will also apply strategic management theories, analysis method and models as references. On the basis of strategic analysis, this article will make a rational plan for Inspur regional sales system construction that is making the transition to cloud computing strategy, vision and mission will be mentioned. Then strategic goals and steps will be stated, followed by finding out strategic focus of expansion, formulating strategy and supporting measures to regional sales system construction will be shown in the end.
