With the development of global knowledge economy and the arrival of the cloud computing technology revolution, the enterprise had new changes of operating management and knowledge management. Strategic alliances promote the spread of cloud computing technology and information that is a way for the industrial development, so it is an effective method for enterprise to keep and develop the cloud computing products and services that is a kind of technology and knowledge composition. INSPUR makes the necessary use of the characteristic from the strategic alliance, as the result of a cloud computing strategic alliances in which complementary advantages and collaboration with the other enterprise in the industry. Due to the cultural differences, the trust levels and the resource constraints among the alliance members, of whom the strategic alliance will have negative or boycott participation on the knowledge dissemination and technical support in different degrees, leading to the difficulty of knowledge dissemination increased and unable to the desired dissemination effect. Therefore, the members of the strategic alliance can’t achieve to the development of their own, promoting each other and collaborative work. The paper describes that the study systematic analysis knowledge cloud dissemination and forward optimization suggestions based on INSPUR in the cloud computing strategic alliance(abbreviated to CCSA) as the main research object.The research mainly includes these, firstly, it introduces the fundamental state of cloud computing strategic alliance, point out the importance of knowledge dissemination, defined the scope of knowledge and knowledge dissemination in this paper, analyzing the constituent elements of knowledge dissemination by four aspects, such as knowledge dissemination platform, subject, content and effect feedback, and it analysis the knowledge communication process and characteristics. Secondly, it constructs the knowledge dissemination system model of INSPUR, according to the classification of knowledge dissemination contents, subdivision of the hierarchical transmission model, cluster transmission model interactive transmission mode, it describes from two aspects, information structure and member interaction. On the basis of the system model, drawing fish-bone diagram to summarize and arrangement the influence factors of knowledge dissemination, establish the epidemic dynamics model to find the direction of influence factors. Thirdly, according to the INSPUR knowledge dissemination influence factors, the important influencing factors have been analyzed in detail, including of knowledge matching degree, gap of knowledge stock, trust and knowledge dissemination risks; choosing the optimization direction of partner selection as the optimized direction, based on the fuzzy theory, optimizing corporate partners by expert scoring method and fuzzy comprehensive evaluation method, meanwhile, ensure the feasibility of the method, furthermore, from the two aspects of communication barriers and the right attitude towards the competition relations, given the optimization suggestions about establishing effective communication mechanism and perfect the mechanism of conflict resolution.The research has the important theoretical value and the practical significance for cloud computing alliance development, knowledge cooperation and exchanges among enterprises, and enterprise knowledge construction and advantage ascension. Finally, it summarizes and forms the improvement direction of knowledge cloud dissemination model design and optimization options, remaining the further space to perfect.
