| The21st century is century of Ocean development, Marine economy has gradually become a new growth point of national economy in our country. With the rapid rise of the Marine Industry, Marine engineering equipment manufacturing Industry has become the world’s major shipbuilding enterprise new profit growth point. Due to the deep influence of the international financial crisis, the International Shipping Industry and Ship Manufacturing Industry become more depressed. Excess capacity contradictions become more and more obvious. State Council issued "The plan of Speed up structural adjustment on the shipping industry to promote transformation and upgrading (2013-2015)" on July31,2013. Notice requires integration of domestic existing shipbuilding and Marine engineering equipment manufacturing resources, promote the transformation and upgrading of enterprises, and vigorously develop high value-added Off-shore facilities. So, in the next few years, China will set off a large revolution which shipping enterprises to enter the Off-shore industry.At present, Off-shore facilities are mainly for the development of Marine oil and gas resources such as off-shore drillers, development and processing, and to provide services of multi-function Marine vessels and other offshore equipment. As the human developing the resources on land and shallow water in recent years, resources dried up quickly. At the same time the human has look at the deep water area to seek more resources as the increase of demand for petroleum and natural gas resources. With the awareness of environmental protection, safety and sustainable development, the existing equipment has been unable to meet the needs to the deep water area resources development. So all kinds of floating offshore oil rig drilling equipment became the various countries’ tools of choice for Marine resource exploitation, both drilling ships and semi-submersible drilling platforms are the most representative.Marine engineering equipment manufacturing base of the world is divided into three major industrial clusters, in the industrial maturity to Singapore as the representative, mainly as SembCorp marine, Keppel and Jurong shipyard; in the industry growth period in South Korea’s, mainly as Daewoo shipbuilding, Hyundai, SamSung; industry of our country just for the initial stage, mainly in the Dalian heavy industry and CIMC Raffles as representative, the Dalian heavy industry mainly for jack-up drilling platform equipment, while the CIMC Raffles are focused on deep water semi-submersible drilling platform, although CIMC Raffles delivered a series of products in the past few years, but because of the field is not a set of effective project management method in project management, is also facing enormous management pressure, there are also facing the problem and dilemma between schedule, quality and the cost. So, in order to seize the new opportunities of industry changing, we need to summarize a set of project management methods to meet the requirement of those kinds of high-standard Off-shore equipment.The Paper referred the current international project management methods and also introduced the requirement part of NORSOK which represents the highest standard of current offshore industry. Take the domestic CR company project’s management an example to emphasize on the application of the two method’s combination. By this, we output a new project management theory and method of drilling rigs. We hope this can offer the reference to the industry’s corporations, and we together engage in the ability improving of state offshore industry’s project management.The author of the article a staff in CR Company, my major is Marine Engineering during my college. Through the experiences in enterprise, I found that a good and effective method of project management is very important for the high standard offshore equipment. The application of mechanical completion method in the domestic offshore companies have different levels of applications, but none can really understand and completely to perform the method. The reason is a lack of the theory understanding and application instances for reference. It is because that they can’t find the entry point to apply the method in project management.This paper summarizes the method of the author’s understanding and experience, and seeks the advice the engineers of related fields in the company. Due to the clients of CR company mostly are from Norway’s (north sea area, the birthplace of the theory of mechanical completion), they had made a deep understand to the theory and have rich execution experience. So the example we used here has the representative to catch the essential point of the theory. Article reference data are all issued by the authority.
