With the development of the need of source of energy by human life, offshore oil exploitation and construction project has become a new industry in the past few years to meet this need. Offshore oil project aims to design, purchase, construct and maintain the equipments and facilities for offshore oil exploitation. It has been thought highly by relevant person, due to its complex works, heavy task and high risk. Offshore living quarter is the place for personnel living and working offshore, has the most complex works in construction of all the offshore facilities. It provides services for offshore oil production, such as center control, process data management, communication with onshore and other platform, weather prognosis, broadcast and alarm, serve for helicopter rise and fall. Designing and constructing an offshore living quarter can be regarded as either one or two single projects.However, we still adopts the traditional model of engineering project management, which is low efficient and can not to meet the rapid development of offshore oil engineering, to manage offshore oil engineering projects at present. Obviously, the model is hard to ensure the high-quality delivery of offshore oil engineering project on time.This thesis makes it clear that it is helpful to apply the modern theory and method of project management to offshore oil engineering projects management, based on the fact that the author has studied the modern theories and methods of project management deeply and related the characters and issues of offshore oil engineering projects to it closely. According to his research and management experiences of offshore oil engineering projects, the author takes the design and construction of offshore living quarter as an example to describe management process of team building, cost, scope, progress and risk in offshore oil project along the project feasibility study in the beginning, and start, plan, execute, monitor and control in the end, using the theory of management by objective and project management body of knowledge (PMBOK), by calculation of statistics and operational research.The author also hopes to provide other researchers on oceanographic engineering project management with some useful ideas and concrete measures by mean of the analysis and research on the problems and solutions that appear in the implementation of offshore oil engineering projects.
