The public employment service system construction of our country has experiencedthe transition from the planned system to market system, from administrative managementto institutionalized process, at present has been basically built up a system of five gradesfrom national to local level. For a long time the public employment service system hasplayed a relieve employment pressure, adjusting supply and demand of the labor market.At present, our country enters the new historical development stage of urbanization, as theconcept of "new urbanization" was put forward, urbanization is no longer simply risingrates of urban population and urban area expansion, but to improve the livelihood of thepeople as the fundamental purpose, inherently emphasized the development speedmatching with the public service ability. New urbanization requires higher publicemployment service system which is the important content of public services, requires thegovernment to provide more high-quality public employment services to the general publicequally. So we put forward reengineering requirements to the current public employmentservice system.Public employment service system is a platform for the government providing thepublic employment service, to improve the matching efficiency of the labor market andprovide special services for vulnerable groups New urbanization puts forward newrequirements on the public employment service system, also become a direct power of itsreengineering. In this paper, we will study on reconstruction of public employment servicesystem in our country according to the requirements of the new urbanization We look forpatterns from the history of the public employment service system development in ourcountry, then draw lessons from Australia, the Netherlands, the UK and Germany about theoutsourcing experience of public employment service, take three cities (Chengdu, Suzhou,Tianjin) in our country for example in the public employment service system reengineering practice exploration. Reinventing the public employment service system should fullyembody equalization, marketization, informationization and decentralization in the aspectsof architecture, process arrangement, the value orientation. This system should be holisticcoordinated development based on information technology, internal governmentdecentralization based on the five-grade public employment service system with clearresponsibilities at all levels of government; Supplemented by market mechanism of serviceoutsourcing and involve more social organizations in the public employment servicesystem, and also helps to balance urban and rural and regional development, to realize theequalization of public employment services.
