In the era of marine economy, people’s awareness of marine resources has been improved and the three emerging marine industry markets, which are offshore petroleum industry, marine aquaculture industry and marine tourism industry, have an extensive future. Sansha owns fabulous advantages to develop marine economy. Then how to make effective use of abundant tourism resources to develop the tourism industry, how to turn the resource advantages to economic advantages and promote the development of marine tourism industry further, and how to make the tourism of Sansha play a significance role during the transformation and upgrading of Hainan tourism industry and promote the construction pace of the International Tourism Island are the very new fields with high value to research.Sansha, locating in the southernmost of China, administers over200million square kilometers of sea and owns unique marine tourism resources. The tropical oceanic features of Sansha tourism resources are distinct. There not only has colorful coral reef, mysterious islands which locate along, precious and rare tropical flora and fauna and other some natural tourism resources, but also has the South China Sea Silk Road, Maritime Museum, the ancient human site of Ganquan Tsland, the city scenery of Yongxing Island and other humanistic and cultural tourism resources.According to the needs of research contents, this paper has analyzed the conditions of regional tourism development of Sansha from qualitative and quantitative these tow perspectives and explored some other issues about the strategic choice.
