| The housing problem is not only individual primary problem, but also a governmentmust solve the livelihood of the people project. The public rental housing as importantcomplementary part to the protection of housing system, play a huge role to improve theliving environment of low-income persons and families, reduce the burden on the people.Public rental has a strong social benefits, with the public nature of the quasi-public goods.My government inherited customary tradition, act as both arrangements and as a dual role ofproducers in the in the supply of public goods. During the past three years, extensive use ofgovernment-led, state-own enterprises to participate in the supply mode,severely restrictingthe development of China’s public rental housing,unable to meet more demand for housingdemand. So,explore a new mode of public rental hosing supply become the focus. In thispaper, by studying the characteristics of public rental housing, and reference the privatizationtools theory to the supply of public rental housing sector different from the re-design of thepast, that is to break the government monopoly supply mode to private enterprises involved inthe achieve the purpose of separation of the articles arrangements with producers. As aresult,the government will have more energy and time to do the supervision of theconstruction of the public rental housing arrangements and production, and enterpriseadvantage to do a good job of production and construction, thereby increasing the supply ofpublic rental efficiency, reduce supply costs and improve quality of the public rental housing.In this paper, the items classification theory and welfare theory of classification of articleswill be used on the current government’s role in the supply of public rental housingdislocation analysis, use the public choice theory and principal-agent theory to analysis of thereasonableness and feasibility of introduction of privatization tools in the supply of publicrental housing, and finally established “contract outsourcing†and “BOT†new public rentalhousing supply mode. |
