In the current situation of high housing price,public rental housing as an important part of people’s livelihood security project,in recent years under the attention and with the support of the central and local government,has been promoted rapidly in the whole country.The cycle of Public rental housing project is long.With large amount of capital occupied,and the return of funds mainly relying on rental income and rental income of supporting facilities,the nature of the public housing does not match the bank loan term.Public rental housing financing mainly rely on national financial allocations and bank loans.Financing channels are too simple,which cannot meet the needs of construction funds.Under this background,it is of great significance to study and explore the new financing model of public rental housing project,which is of great significance for accelerating the construction of the project and solving the project funding gap.Via the study of the operation mode and financing situation of public rental business characteristics,combined with the related theory of public rental housing financing system,the article is intended to explore and analyze how to adjust the capital structure,expand financing channels and financing mode innovation.Taking HUAPU public rental housing as an example,using case analysis of HUAPU public rental company problem and solutions in facing public housing projects in the financing process,to provide experience for other public rental business project financing:(1)introducing the concept of public housing and public rental operation characteristics of enterprises,expounding the research background and significance,research methods and ideas,combined with modern financing theory to provide a theoretical basis for further research.(2)According to the present situation and main financing mode of HUAPU public housing development,revealing the financial allocation and bank loans and other traditional financing mode.Because of the limited size of the financing,financing period and the construction period of the project does not match the public housing project investment and investment project funding gap in the long payback period of traditional limitations,the financing mode of public rental project cannot meet the demand for construction funds.Therefore it is needed to innovate the diversified financing channels.(3)According to government financing,bank loans,asset-backed notes,and comparative analysis of characteristics of real estate investment trusts and other ways of financing,and carried out in the public rental housing project for each link period,construction period and operation period of the project,on the basis of the analysis,the article putting forward the combination mode of financing to establish asset backed notes and bank loans and the real estate investment trust fund,which is the effective way to solve the financing problems of public rental housing,and its comparison with the operating status of the public rental and meet their financing needs.In this article,through the case of HUAPU public rental of East Road project to analyze the financing problems of public rental housing which HUAPU encountered in operation,to put forward a diversified portfolio financing mode for solving the funding gap.It plays an exemplary role in the public rental housing industry in the field of public rental construction enterprises to solve the financing difficulties.The combination of financing mode is not only for the HUAPU public rental company,but also have reference meaning to other public rental business,for the country to accelerate the construction of public rental housing and financing mode innovation,which providing an important reference.
