The competition between modern enterprises is not only the competition of talent but also the competition of human resources development and utilization. Performance management is the critical part of human resource management, in order to improve the performance of employees, effective performance management is a key element. To establish and improve the employee performance management system, and to bring it into full play, is an important method for enterprises to improve their competitiveness. For improving the core competitiveness and achieving the strategic goals, more and more enterprises are increasing the emphasis on their management of human resources, and actively exploring the effective ways to improve their performance management.PA Company is a small joint venture which was established in2009, mainly produces oxygen, nitrogen, synthetic natural gas and other industrial gases. With the main facilities of the company’s putting into operation, PA Company is facing a critical period of transition from the construction period to the production period. But the company’s performance management system still has the problems like short of strategic orientation and lack of process management which have restricted the development of the company. The author of this paper is trying to re-design a performance management system for PA Company, in order to further enhance the company’s performance management level, maximum employees potential and improve the company’s performance. This paper has been divided into five chapters:The first chapter is introduction which summarizes the background, purpose and meaning, approach and methods of the paper.The second chapter is about the PA Company’s performance management status which includes the background of the company, human resources status, and the company’s performance management status.The third chapter introduces the theories of the performance management including the performance management concept, theory and method.The fourth chapter is PA Company’s performance management system design which includes the principles of re-design and the re-design methods, striving to build a performance management system for PA Company from the performance planning, performance counseling, performance appraisal and performance feedback areas.The fifth chapter is the evaluations of PA Company’s performance management system re-design which evaluates and analyzes the advantages and shortage of PA Company’s performance management system, in order to further explore the company’s performance management, and to provide richer materials for small and medium enterprises’performance management.
