In the knowledge economy era, the human resources are regarded as the key resources of software enterprises which are concerned the future development and realization of strategic objective. The rise and decline of enterprises directly depends on the full use and development of staffs'ability. As the center of human resources, the performance management is a strong tool which can exactly excavate the staffs'potentiality and bring people's function into full play. According to the characteristic of medium and small software enterprise, it is an important link of setting up and improving performance evaluation system for the strategic choice to construct the core competitiveness and human resources management.The research goal in this paper is utilizing the thought of capacity-oriented management combining performance management theory, method to set up a set of staffs'performance management system, which can improve the efforts of human resources development and management, occupy the first chance in the fierce market competition.Firstly, this paper analyzes the basic theories of performance management and its role in the human resources management, and the relationship among other human resources management module. On this basis, the author analyzed the current situation and the problem performance management at present in the medium and small software enterprise, proposing the solution and thinking way of staff performance management. This paper introduced the concept of capacity-oriented management and analyzed its intension and operation mechanism. And author proposed an overall thinking way of staffs'performance management based on the capacity-oriented management.According to overall mentality of designing of mode this, this paper proposed the staff performance management frame system based on capacity-oriented management that included competency-position fit of management foundation, performance goal system management, performance management process, performance management system and management organization, and proposed effective factors influencing the system operate normally which can offer resources guarantee for operating performance management based on capacity-oriented management smoothly in the enterprise.Finally, the paper applied the above research results to the real performance management revolution and applied in a software enterprise performance management and emphasized the current situation of performance management and revolution demand of human resources management. On the basis of applying the idea described above to carry on capacity-oriented management of human resources, it proposed the staff performance management solution and implementation planning in this software enterprise and the performance management has implemented relied on its own information advantages and foundations in the software corporation.
