At present, China has become the largest carbon emissions nation in the world,and in such a large carbon emissions, the industrial emissions caused by energyconsumption have always occupied a major position. It is essential to balancerelationship between industrial growth and carbon emissions, and reduce carbonemissions caused by the industrial energy consumption. Because the level of industrialdevelopment and the leading industries are different among Chinese provinces, itmakes the different decoupled state of the industrial growth and carbon emissions.After it further analyzes comparatively the differences of the decoupled state betweenthe industrial growth and carbon emissions, it has important theoretical and practicalsignificance to make the policies of reducing industrial carbon emission in the targetedarea, develop the low-carbon industry, response the climate change, and furtherimplement the sustainable development strategy.Firstly, this paper uses the Tapio model to analyze industrial growth and carbonemissions decoupled state of three northeastern provinces by the transverse andlongitudinal comparative analysis way in2005-2011. It summarizes the decoupledstate of the industrial growth and carbon emissions of the top five industries (Theprimary industry; Industry; Construction; Transportation, Storage and Postal Industry;Wholesale, Retail, Accommodation and Catering Industry) in three northeasternprovinces. Secondly, it uses the decoupling deviation to make transverse andlongitudinal comparative analysis of the decoupled state of the top five industries inthree northeastern provinces. Then it summarizes the decoupled state quality of the topfive industries in the outside province and inside province. Through empirical researchby the basic provincial, industry and stage three perspectives, this paper gets two mainconclusions:(1) The decoupled state of industrial growth and carbon emissions is different inthree northeastern provinces. Overall, Jilin Province performs well in the decoupled state of carbon emissions and industrial growth of top five industries, which mainlyexhibits the weak and the strong decoupled state. Liaoning Province performs general,which mainly exhibits the weak decoupled state. Heilongjiang Province is not goodenough in the overall performance, which mainly exhibits the weak decoupled statesand the expansion of the negative decoupled state.(2) The benchmark spatial distribution of decoupled state between industrialgrowth and carbon emissions is different in three northeastern provinces. According tothe industry benchmark perspective, the decoupled state of Jilin Province is ideal in theprimary industry, construction and wholesale and retail, accommodation and cateringindustry. The decoupled state of Liaoning Province is ideal in industrial andtransportation, storage and postal industry. According to the perspective of thereference province, the reference industry of decoupling deviation is more stable inJilin Province and the decoupled state of primary industry is most ideal in the top fiveindustries. However choose an industry as the benchmark industry, decouplingdeviation between other industries and it is great.(3) The trends of benchmark industry change of decoupled state between theindustrial growth and carbon emissions are different. Compared the second phase withthe first phase, the benchmark industry of decoupled state deviation analysis isdifferent in the three northeastern provinces. During the first stage transforms to thesecond stage of the top five industries in Jilin Province and Liaoning Province,"relative increase" of the industrial carbon emissions and industrial output value is notideal, especially the wholesale, retail, accommodation and catering industry and theconstruction industry in the tertiary industry in Jilin Province, which the growth rate ofits carbon emissions is significantly faster than the industry growth rate, so thedeveloping trend of the relative increase of the top five industries in two provinces isworrisome. In Heilongjiang Province, during the first stage transforms to the secondstage of the top five industries, the overall trend is also poor. Its carbon emissionsgrowth rate is greater than the industry growth rate in the primary industry,construction, transportation, storage and postal industry and the wholesale, retail,accommodation and catering industry, but the industrial growth rate is slower than the carbon emissions growth rate in the industry which the increase was more than twotimes (carbon emissions and industrial growth performance respectively the numeratorand denominator), indicating that the developing gap of the carbon emissions andindustrial growth among the inter-industry is large, and the industrial distributionstructure is inconsistent.
