Farmers’ professional co-operatives is to help farmers cope with changeable, the fiercemarket competition, improve the economic status of the new agricultural cooperationorganization form, is a relatively effective mode of agricultural production and operation, butwithout understanding of its farmers, and in the process of cooperative development alsoappeared many problems to be solved, such as cooperative system is not sound, the lack ofeffective internal management mechanism, underestimate the role of performance management,etc., in the various problems, the defect of human resource management is the key to thedevelopment of cooperatives. According to the demand for the development of farmers’professional co-operatives, on the farmers’ professional cooperatives law of farmers account for80%of the cooperative members and20%for enterprises, institutions, such as natural personcooperative labor resources for effective development and reasonable utilization and scientificmanagement, drive the cooperatives member’s cohesive force, play its potential advantage, thiswill be a farmers’ professional co-operatives in the norms under the knowledge economy rapiddevelopment of a major problem.This paper selected topic background, research purpose and meaning, the related researchat home and abroad were reviewed and comb, using literature research, analysis of Jilinprovince in the development of farmers’ professional co-operatives and experience stage,expatiates the characteristic of the cooperative development of Jilin province and its effect onthe rural economic construction, emphasis on government relevant support to the developmentof cooperatives. To field of Songyuan City part of farmers’ professional co-operatives, usinginterview method to analyze the status of cooperatives at present development andcharacteristics, and put forward problems existing in the farmers’ professional co-operatives inSongyuan City development, most of cooperatives in investigation department set up become amere formality, no essential role, establish relevant system is not perfect, not rigorous, not asound performance management system, insufficient understanding of member’s skill trainingand quality education, many problems affecting the development of cooperatives. Based onfarmers’ professional co-operatives problems arising from the human resources management,analysis the reason and puts forward corresponding countermeasures, in this paper, we willimprove the mechanism of human resource management and human resource planning, pay attention to the quality education and skills training for members, and establish an effectiveperformance management system, better play to the positive role of human resourcemanagement of cooperative development, promote the development of farmers’ professionalco-operatives long-term stability.
