Labor risk has become one of the most important risks that the Chinese contractorsface in the implementing of the international engineering. Especially when the workersfeel dissatisfied with the mismanagement of the contractors, they will gather and makedisturbances, go on strike or even smash project department, which we called“Organizational Labor Risk” in the paper. This will not only lead the project to an end,but also bring bad influence on the reputation of the company and our country as well.But from the theoretical perspective, there is still lack of unified understanding anddefinition in the relevant research. As a result, there are few practical methods to controlthis kind of risks in real construction management. Therefore, it is high time that we didsome research on how to analyze and deal with this kind of risk. This thesis will try todefine the Organizational Labor Risk in international engineering from the perspectiveof the general contractor, find the influence relation of the related factors of the loyaltyof workers and analyze the influence weight in quantitative way to put forward theoptimal management strategy.In light of the insufficient theory research in the field of Organizational Labor Riskmanagement, the identification and assortment of the labor risks from the contractors’perspective are investigated by the ways of case study, literature research and expertinterview. The article puts emphasis on the study of Organizational Risks measured bythe loyalty of the workers by analyzing the generation mechanism and majorconsequence, and finally summarizes the appropriate response measures.On this basis, by the ways of literature research and expert interview, this studydoes a detailed research on the offshore workers’ loyalty influence factors to explore thevarious relationships from a theoretical perspective. The three factors including“Objective Condition”,“Subjective Condition”, and “Job Expectations”, which arerelated directly or indirectly to the contractor management, are established in the modelto set up the connection between management behavior and risk response.The data got from the empirical research model of the workers is fitted on thetheoretical basis with the structural equation model. The factors impacted and the path coefficient on workers’ loyalty is examined by empirical studies to provide the basis forpolicy making and practice guiding.The study shows, as the impact of Loyalty from the workers’ ContinuedCommitment is not high in the international engineering, tough and binding measures ofmanagement are impracticable. As Satisfaction can indirectly influence the Loyalty ofthe workers, improving the working conditions, especially the living environment andbetter communication, is an effective way of responding the Organizational Labor Risk.
