Performance management system performance evaluation is a very important aspectof the entire performance management system can play a practical effect plays a crucialrole. Performance management is a management approach from Western management isthe core component of human resource management. Comprehensive scientific and standardized system ofperformance management system can effectively regulate daily behavior of public officials,for the promotion of public officials to improve the quality and ensure the governmentfunctions effectively play effectively provide quality and efficient public services has avery important significance and role of the people.China’s tax revenue has taken from the people, giving back to people the importantrole of the tax department as an important national government department, are responsiblefor the country enrichment, the people’s sacred mission to collect taxes, build in line withthe actual tax work performance management system, to create a tough fight, fine stylerelated to tax business tax team survival and popular support, but also about healthydevelopment of the socialist market economy coordinated. Therefore, to establish ascientific and realistic, easy to operate and performance management system to play itsactual effect on the long-term social and economic development also has importantpractical significance.From the modern performance theory, combining organizational behavior,management, operations management theory, mathematics, psychology, history, art andtraditional culture leadership behavior theory, the use of questionnaires, in-depthinterviews, document analysis, comprehensive comparison, data use, data comparison andother research methods, the current tax system for C City management evaluation approachto a profound analysis of its characteristics were analyzed, points out the problems andshortcomings.
